CHUANG-XI Information and Technology Co., Ltd. (CXIT) signed a cross-border Memorandum of Understanding (MOU) on November 13, 2025, in Maebashi, Gunma Prefecture, together with Daiei Sangyo Kaisha, Ltd., Konst Technology, and TRUEWIN Technology. The four parties formalized a strategic alliance to jointly develop next-generation AI supercomputing data centers through international collaboration.
In the new AI-driven global era, computing power has become a core engine driving national technological advancement. Against this backdrop, the collaboration goes beyond the construction of AI data centers. Its broader objective is to jointly establish a secure, stable, and sustainable AI ecosystem. The four partners will work together to advance into the Japanese market, building next-generation AI supercomputing centers that emphasize sustainability, localization, and the highest standards of information security.

The signing ceremony was held at the Gunma Prefectural Government Office. Chen Cheng-Lun, Founder and CEO of CXIT, attended the ceremony alongside Kazuaki Totsuka, President of Daiei Sangyo; Lee Yen-Fei, Chairman of TRUEWIN Technology; and Chang Yung-Hsu, Chief Business Officer of Konst Technology, officially establishing a cross-border strategic alliance.
Statement from CXIT Founder and CEO, Cheng-Lun Chen
“The MOU we signed today is not merely a document—it represents a new milestone.
In this AI-driven era, computing power has become the core force shaping the future technological development of nations.
The goal of this collaboration is therefore not limited to building AI data centers, but to jointly create a secure, stable, and sustainable AI ecosystem—one that enables Japan and Taiwan to take the lead globally and lay the foundation for a new era of technology driven by world-class computing power.”
This partnership brings together four leading enterprises from Japan and Taiwan, united by a shared vision and complementary strengths. Each partner contributes critical expertise and core value to ensure the success of the project.
DAIEI leverages its extensive local experience and networks to identify and integrate potential sites across Japan, laying the groundwork for successful project deployment.
KONST connects high-performance computing (HPC) resources with the global computing power market through its international-grade GPU cloud management platform.
TRUEWIN provides world-class battery and energy technologies—comparable to those used in advanced semiconductor fabs—ensuring stable power supply and efficient operation of AI supercomputing centers.
Building on this solid collaborative foundation, CXIT will serve as the core integrator of the overall project. CXIT’s role extends beyond that of an AI EPC turnkey contractor to include the planning and design of AI supercomputing and energy management architectures, information security governance, and long-term operation and maintenance responsibilities.
With industry-leading hands-on experience in information security, advanced technical capabilities, and a highly specialized professional team, CXIT embeds information security solutions as a fundamental part of the AI supercomputing center’s architectural DNA—not as an add-on feature.
CXIT also integrates AI-driven energy management systems (AI EMS), advanced cooling technologies, and intelligent environmental control systems to significantly enhance operational efficiency while reducing energy consumption.
With these core technologies in place, AI supercomputing centers will no longer be energy-intensive infrastructures alone, but ESG-compliant, intelligent, and carbon-conscious technological assets. CXIT firmly believes that the pursuit of ultimate computing performance must go hand in hand with sustainability—both as a responsibility to the environment and as a critical investment in the future.
The signing of this MOU symbolizes a shared commitment by all partners to a sustainable AI future for Japan and Taiwan. Through this powerful international collaboration, the partners aim to build next-generation AI supercomputing centers in Japan that deliver high performance, sustainability, and exceptional information security resilience—strengthening Japan’s role in the global AI value chain.
“AI and computing power will undoubtedly become the core engines driving the world and the future.”
CXIT will continue to work hand in hand with its partners—guided by conviction and action—to unlock the limitless possibilities of a new AI era.
